An open letter from Montenegro International to Mr. Jens Stoltenberg, the North Atlantic Council, and the NATO Defense Planning Committee

Taking into account the events in Montenegro during the past two and a half years, as well as the fact that the belated but very welcome reaction of the EU and its officials to help our country get out of the profound institutional and security crisis, we ask Mr. Stoltenberg and other officials of the NATO alliance to get involved in time and help us solve the problem.

Destabilized Montenegro, as a member of the NATO alliance, represents “easy prey” for Russia's imperialist-tinged geostrategic agenda aimed at provoking conflicts, blocking EU membership, and dangerous spreading of political and social tensions in the Balkans.

Montenegro was praised as a country promoting regional cooperation. However, due to the irresponsible policy of the ruling majority and the open influence of the Serbian-Russian agency responsible for the collapse of the hard-won international position, Montenegro is beginning to lose its reputation as a reliable NATO ally. Therefore, perceiving the NATO alliance not only as a military but also as a political ally of Montenegro, we expect significantly intensified monitoring and a more consistent attitude regarding security strategies aimed at defending the state against subversive Russian-Serbian influence.

The role of the “medium” for penetrating Russian-Serbian diplomatic, political, financial, and informational influence in Montenegro is evident. It is channeled by Mr. Dritan Abazović, Prime Minister in the technical mandate, by offering the state of Montenegro as a testing ground for the homogenization of malignant, subversive, malicious, and corrupt strategies, with the help of which the “Serbian world” would reactivate its militant drive to conquer foreign territories.

Montenegro was attacked with all available means of warfare, excluding firearms. The country is exposed to a hybrid, espionage, and media war, as well as to the malignant influence of the Serbian Orthodox Church. Serbian Orthodox Church represents a rallying point for implementing the Russian-Serbian soft occupation. Serbian Orthodox Church does not exclude the procurement of firearms from its scope, such as the Kalashnikov, as was deciphered on the SKY application of intercepted conversations of mafia clans.

In accordance with the above, we remind the public of Montenegro and the region, as well as the officials of the EU, USA, and NATO, that, only in the last few months, Dritan Abazović, the Prime Minister in his technical mandate, has been a direct participant in the implementation of the following subversive activities aimed at the state of Montenegro:

  • After the successful international operation to uncover the criminal network of the tobacco mafia, as well as after the discovery of Russian counter-intelligence agents responsible for the destabilization of Montenegro, Abazović dismissed the director of the ANB, Mr. Savo Kentera, and his entire immediate management;
  • After the fall of Abazović’s government, Abazović dismissed the already dismissed Ministers of Defense and Foreign Affairs – Messrs. Raško Konjević and Ranko Krivokapić, who firmly held Montenegrin Euro-Atlantic committed course, both in foreign policy and domestic politics;
  • The decrypted SKY applications, which the French security services delivered to Montenegro, implicitly contain the names of persons in the executive power of the state of Montenegro and point to the connection of mafia clans, the executive power, and the Serbian Orthodox Church. Among these names is that of the Prime Minister in the technical mandate, Dritan Abazović. In addition, his high-ranking party colleague, the director of the Revenue and Customs Administration, Rade Milošević, was arrested by order of the Special State Prosecutor's Office after an international operation to prevent tobacco smuggling and is currently in Investigation Prison.   
  • Prime Minister in technical mandate Dritan Abazović delegated two members of his government (Minister of Economy Aleksandar Damjanović and Minister of Justice Marko Kovač) to attend the celebration of the Unconstitutional Day of the Republika Srpska, where the author of the Ukrainian genocide, Vladimir Putin, was awarded an honorary medal.

The expected scenario of interference between Belgrade and Moscow in the upcoming presidential elections, scheduled for March 19, 2023, must be disabled and sanctioned with the joint help of EU observers, the OSCE mission in Montenegro, and NATO, to protect the borders of Montenegro from the enormous influx of foreigners who have dual citizenships and whose voting will negatively influence the electoral process in the country.

Having in mind these harmful influences by the Russian-Serbian agency and their helpers, primarily the Serbian Orthodox Church as a paramilitary organization, the goal of the current ruling majority is clear:

– withdrawal of Montenegrin recognition of Kosovo;

– the exit of the state of Montenegro from the NATO alliance;

– handover of the Littoral to Russian-Serbian political and economic tycoons;

– the referendum on the accession of Montenegro to Serbia.

On behalf of the civic, democratic, and Euro-Atlantic residents of the state of Montenegro, we ask you to understand our address as a benevolent suggestion to prevent severe and unpleasant events from befalling not only Montenegro but also the other countries of the Western Balkans.
